full well that Congress would swiftly make mince meat of The Surge, the Veep and POTUS purposely laid out the whole plan like a well-set trap. Democratic Congressional leadership stepped in it which is why the White House has launched a carefully scripted attack against the people's representatives. The Veep doesn't really think that Congress should not be carefully examining the wisdom of The Surge, particularly after the uncontrolled blood bath of the eleven months since the destruction of the Askariya shrine in Samarra. Would Cheney do any differently had this mess been the doing of a Democratic President?

The Surge is nothing but a political strategy to increase Republicans otherwise terrible odds in the next election cycle. To preserve what is left of their Congressional caucus, to prevent a fifty-state rout by the Democratic Presidential candidate, the White House (and most Congressional Republicans) have made The Surge tantamount to The War On Terror, and your' either "With Us, or Against Us" on that one. Trapped by their Iraq policy with no easy path to extrication from their disastrous crusade, Bush's advisors are sticking with the More War Plan for a while at least, hoping that eventually their efforts pay off, and Democrats by comparison look weak for having sought to abandon the cause.
