I'm not sure why we need to limit the number of troops, because frankly, while I don't think we should be there, shouldn't the number and type of troops deployed reflect the need of commanders on the ground to achieve the goals of their civilian leadership? Clinton travelled with Senator Evan Bayh (D-IN), and I'm going to call this Troop Cap idea, the Clinton-Bayh Troop Cap from here on in, because I suspect we'll be hearing from both of them for a while (specifically until November 2008). Bayh announced he was NOT running for President, shortly after announcing that he WAS running for President. I'm going to go out on a limb here and guess he'll be a Clinton supporter if not her running mate.
